Appropriates $16,738,349.00 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for the College of Veterinary Medicine at Mississippi State University for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Authorizes $15,668,720.00 in expenditures from special source funds collected by or available to the College of Veterinary Medicine for the same fiscal year.

Requires $552,920.00 of the special source funds to be derived from the Education Enhancement Fund per Mississippi Code Sections 27-65-75 and 27-67-31.

Establishes performance targets for FY2014 including 384 enrolled students, 60 grants and contracts awarded, 18,000 animal health cases managed, and 341,700 veterinary research and diagnostic lab accessions.

Takes effect July 1, 2013, and requires reporting on achievement of performance targets in the agency's FY2015 budget request.
