Appropriates $6,860,325 from the State General Fund and $76,563,178 from the State Treasury to the Mississippi Community College Board for administrative expenses for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Appropriates $550,000 to the Commission on Proprietary School and College Registration for regulation and administration of proprietary schools and colleges.

Authorizes 42 permanent full-time positions and 1 time-limited full-time position for the Mississippi Community College Board.

Designates $42,321,690 for Workforce Education Program and Industrial Training, with $28,000,000 specifically from the Mississippi Workforce Enhancement Training Fund, and requires a $2,000,000 carryover to fiscal year 2015.

Allocates $542,459 for the Greenville Higher Education Center, $88,000 for Jones County Junior College Truck Driving Program, and up to $1,107,000 for dual enrollment in practical nursing programs for secondary students.
