Appropriates $153,034,184 from the State General Fund and $40,002,804 from the Education Enhancement Fund for support of Mississippi's 15 public community and junior colleges for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Distributes appropriated funds based on full-time equivalency (FTE) enrollment with weighted formulas for academic programs (1.0), technical programs (1.0), virtual community college (0.50), nursing and allied health programs (1.19 each), and career programs (1.0).

Allocates additional funds for employee health insurance ($23,761,000), workforce development centers ($4,500,000), education technology ($7,099,160), advanced training centers ($2,250,000), and a dropout recovery pilot initiative ($1,500,000).

Authorizes $5,000,000 in capital expenses for construction and renovation projects distributed among the 15 community colleges, with funding amounts specified for each institution.

Establishes performance metrics for fiscal year 2014 including targets for GED awards, credit degrees and certificates, licensure exam pass rates, and developmental course completion rates.
