Appropriates $334,632,519 from the State General Fund and $27,269,136 from special funds for the Mississippi Department of Corrections for fiscal year 2014 (July 1, 2013 - June 30, 2014)

Allocates funding across seven major areas: Support ($164.3 million), Private Prisons ($70.5 million), Medical Services ($64.7 million), Regional Facilities ($45.2 million), Local Confinement ($13.5 million), Farming Operations ($3 million), and Parole Board ($750,466)

Authorizes 3,335 positions across the department and sets performance targets including average prison populations of 3,367 at Parchman, 3,471 at Central MS Correctional Facility, and supervision of 37,000 probationers/parolees

Requires the Commissioner of Corrections to apply for participation in the federal Criminal Alien Program by September 1, 2013, to identify and deport criminal aliens before sentence completion

Caps regional facility per diem rates at $29.74 per inmate and limits medical reimbursements to Mississippi Medicaid rates, while allocating $3.3 million from the Capital Expense Fund for roof repairs at four correctional facilities
