Appropriates $3,869,477.00 from the State General Fund and $33,476,952.00 from special funds to the Mississippi Emergency Management Agency for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Authorizes 109 permanent full-time positions and 65 time-limited full-time positions for the agency.

Appropriates $663,780.00 from the General Fund and $452,094,439.00 from special Treasury funds for disaster relief and assistance programs, including public assistance, individual and family grants, mitigation programs, and administrative expenses for disasters dating back to Hurricane Georges (1998) through Hurricane Isaac (2012).

Directs the agency to provide equipment to rural water associations during disasters and to enhance training for local governments and municipal associations in disaster management.

Restricts use of general funds for the Coastal Retrofit Mississippi program and requires the agency to report disaster relief funding needs and performance measures to the Legislative Budget Office.
