Appropriates $7,448,637.00 from the State General Fund for Mississippi National Guard operational expenses for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Appropriates $103,844,156.00 from special funds including the Camp Shelby Timber Fund, Army National Guard Programs Fund, Camp Shelby Base Operations Fund, and Air National Guard Programs Fund for carrying out applicable statutes and federal/state agreements.

Authorizes 894 permanent full-time positions and 40 time-limited full-time positions for the Mississippi National Guard.

Allocates specific funding amounts: $1,960,686.00 for Youth Challenge Program, $463,782.00 for Armed Forces Military Museum, $300,000.00 for Sonny Montgomery Center for America's Veterans, $10,000.00 for Youth Challenge Program uniforms, and $7,500.00 for American flags for deceased National Guard members.

Authorizes the Military Department to accept and expend federal funds and other available funds not to exceed $20,000,000.00 in accordance with state budget law and finance regulations.
