Appropriates $70,704,512 from the State General Fund and $91,044,842 from the State Treasury to the Department of Public Safety for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Allocates funding across department divisions including Mississippi Highway Safety Patrol ($82.6 million), Crime Laboratories ($10 million), Bureau of Narcotics ($12.7 million), and other divisions with specific staffing levels for permanent and time-limited positions.

Authorizes the Commissioner of Public Safety to transfer positions and general funds between divisions up to 25%, and to transfer special funds up to $10 million between divisions during fiscal year 2014.

Establishes performance targets for enforcement activities (4.25% increase in citations, 25% decrease in fatalities), driver services (900,000 licenses issued), forensic analysis (25,000 reports), and other departmental functions with reporting requirements.

Includes provisions prohibiting quota-based speed limit citations, authorizing technology upgrades generating efficiency savings, allocating $325,000 for compensatory time for officers with rank of Lieutenant and above, and requiring an annual report on elected officials transported in Highway Patrol aircraft.
