Appropriates $6,256,707 from the State General Fund and $31,473,440 from special funds to the Veterans Affairs Board for fiscal year 2014 (July 1, 2013 - June 30, 2014)

Authorizes 78 permanent full-time positions, 530 time-limited full-time positions, and 76 time-limited part-time positions

Allocates $250,000 for care of indigent/low-income Mississippi veterans and non-veteran surviving spouses in state veterans homes under the "Hilton R. 'Jack' Vance Act of 1997"

Authorizes up to $8,000,000 in federal funds to be escalated and expended for construction and equipping of the Mississippi Veterans Memorial Cemetery

Permits pay raises up to 8% for up to 165 positions at a cost not to exceed $1,034,665
