Appropriates $660,948.00 from the State General Fund to defray expenses of the Mississippi Ethics Commission for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Authorizes 7 permanent full-time positions for the Ethics Commission.

Requires the Ethics Commission to maintain complete accounting and personnel records in the same format and level of detail as fiscal year 2013, with comparable budget request format for fiscal year 2015.

Grants preference to Mississippi Industries for the Blind when the agency receives two or more equal bids for commodity or equipment purchases, or when making purchases without competitive bids.

Authorizes the Ethics Commission to purchase and pay premiums for casualty insurance on agency-owned and operated passenger vehicles.
