Appropriates $7,713,849.00 in special funds to the State Department of Banking and Consumer Finance for fiscal year 2014 (July 1, 2013 to June 30, 2014).

Authorizes 62 permanent full-time positions for the department with no part-time or time-limited positions.

Restricts salary increases and promotions to specific exceptions including teacher increments, career ladder advancement, CPA certifications, and emergency health care professional appointments unless separately authorized by the Legislature.

Authorizes the department to reallocate positions ($83,591), reclassify positions ($44,119), award IT special compensation ($5,997), and provide educational benchmarks ($90,564) for a total of $224,271.

Requires the State Treasurer to disburse funds upon warrants issued by the State Fiscal Officer and mandates the department maintain accounting records in the same format and detail as fiscal year 2013.
