Appropriates $263,197,812.00 in special funds to the Mississippi Department of Employment Security for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Authorizes 560 permanent full-time positions, 290 permanent part-time positions, 9 time-limited full-time positions, and 30 time-limited part-time positions.

Allocates $38,000,000.00 from the Unemployment Trust Fund for One-Stop Career Center administration, unemployment compensation and employment service administration, and facility acquisition or improvement.

Restricts salary increases and personnel actions unless specifically exempted by legislative authorization, with the State Personnel Board required to enforce compliance with annualized personal services appropriation levels.

Requires preference for Mississippi Industries for the Blind in competitive bidding and prohibits use of general funds to replace withdrawn federal or special funds previously used for authorized salaries.
