Appropriates $39,208,362 from the State General Fund and $18,751,239 from special funds for the Mississippi Department of Revenue for fiscal year 2014 (July 1, 2013 – June 30, 2014).

Authorizes 768 permanent full-time and 1 part-time position for the Department of Revenue.

Appropriates $81,109,281 to reimburse counties, road districts, school districts, and municipal separate school districts for tax losses from homestead exemptions under Section 27-33-1 et seq., Mississippi Code of 1972.

Appropriates $1,424,644 from the License Tag Acquisition Fund for purchasing and delivering motor vehicle license tags, with requirements that tags be manufactured in Mississippi and include "State Property" designation for government vehicles.

Appropriates $1,000,000 from the Capital Expense Fund for repair and renovation of the Alcohol Beverage Control Warehouse; authorizes reallocation of 41 positions ($320,319) and 30 educational benchmarks ($56,413).
