Appropriates $518,316.00 from the State General Fund to the Board of Tax Appeals for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Authorizes 6 permanent full-time positions for the Board of Tax Appeals.

Allows the Board to adjust salaries for 5 positions at a total cost not to exceed $25,000.00.

Restricts salary increases and personnel actions to prevent exceeding FY2014 appropriated levels unless specifically authorized by the Legislature or approved exceptions apply.

Requires preference be given to Mississippi Industries for the Blind when purchasing commodities or equipment if bids are equal in price, quality, and service.
