Appropriates $6,017,689.00 in special funds to the Mississippi Workers' Compensation Commission for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Authorizes 61 permanent full-time positions for the commission and restricts salary increases unless specifically exempted by legislative authorization.

Allows the Workers' Compensation Commission to transfer up to $200,000 from the Administrative Expense Fund to the Second Injury Fund and up to $150,000 to the Insurance Integrity Enforcement Bureau.

Directs the commission to contract with the industrial private sector for a safety education and training program.

Authorizes salary adjustments for 49 positions (up to $160,384) and adjustments for the Chairman, two commission members, eight Administrative Judges, and Executive Director (up to $156,087).
