Appropriates $21,537,660 from the State General Fund and $481,816,041 from the State Treasury to the Mississippi Development Authority for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Authorizes 244 permanent full-time positions, 4 permanent part-time positions, 76 time-limited full-time positions, and 1 time-limited part-time position.

Restricts salary increases and promotions unless specifically exempted (teacher increments, career ladder advancement, professional certifications, emergency health/child protection hires, or legislative authorization).

Allocates $700,000 from the Mississippi Department of Transportation for welcome center operations, including $100,000 for Natchez Visitor Center repairs.

Sets performance targets for FY2014 including 1,500 national recruitment contacts, 8,100 minority business contacts, $60 million in grants awarded, and 3,683,024 tourist inquiries generated.
