Appropriates $10,206,550.00 from special funds to the Mississippi Gaming Commission for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Authorizes 129 permanent full-time positions for the Commission.

Transfers $100,000.00 to the Mississippi Council on Compulsive Gambling, a nonprofit organization.

Authorizes the Gaming Commission to escalate and expend up to $150,000.00 from proceeds of illegal gaming seizures.

Restricts salary increases to exempted categories (teacher increments, career ladder advancement, professional certifications, emergency health care/child protection positions) unless specifically authorized by Legislature.
