Appropriates $175,214,272.00 from the State Treasury to the Office of State Aid Road Construction for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Authorizes 54 permanent full-time positions for the office with restrictions on salary increases unless specifically exempted by legislative conditions.

Establishes performance targets including processing 600 fiscal transactions, completing 140 construction projects, and replacing 75 structurally deficient bridges on county roads.

Authorizes acceptance and expenditure of up to $40,000,000 in special funds for bridge replacement on county roads and up to $20,000,000 in community development block grants for road and bridge improvements in Hancock County.

Authorizes a 12% salary equity adjustment for the State Aid Engineer and 14 professional engineers, totaling $116,817, and requires legislative notification prior to project awards and public ceremonies in respective districts.
