Appropriates $738,722.00 in special funds to the Mississippi State Board of Dental Examiners for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Authorizes 6 permanent full-time positions for the board.

Restricts salary increases unless specifically exempted for teachers, career ladder advancement, professional certifications, employee replacements, or emergency health care appointments.

Prohibits use of general funds to replace withdrawn federal or special funds previously used for authorized salaries.

Takes effect July 1, 2013.
