Appropriates $231,542.00 to the State Board of Funeral Services for fiscal year 2014 (July 1, 2013 - June 30, 2014) from the State Treasury.

Authorizes one (1) permanent full-time position for the board and permits escalation of up to $100,000.00 and one additional full-time position for hiring or contracting an investigator.

Appropriates an additional $40,000.00 for operating expenses from the passage of the act through June 30, 2014.

Restricts salary increases and promotions except for teacher increments, career ladder advancement, CPA certifications, employee replacements, emergency health care appointments, and Legislature-authorized actions.

Requires the board to maintain accounting and personnel records in the same format as fiscal year 2013 and gives preference to Mississippi Industries for the Blind in procurement when bids are equal in price, quality, and service.
