Appropriates $219,000.00 from the State Board of Massage Therapy Fund to cover expenses of the Mississippi State Board of Massage Therapy for fiscal year 2014 (July 1, 2013 through June 30, 2014).

Requires the Board of Massage Therapy to maintain complete accounting and personnel records in the same format and level of detail as Fiscal Year 2013, and submit Fiscal Year 2015 budget requests in comparable format to FY2014.

Directs the agency to give preference to Mississippi Industries for the Blind when two or more competitive bids are equal in price, quality, and service, and when making purchases without competitive bids.

Specifies that funds are paid by the State Treasurer upon warrants issued by the State Fiscal Officer based on requisitions from proper agency personnel.

Takes effect July 1, 2013.
