Appropriates $141,578.00 from the State Treasury to the Mississippi State Board of Examiners for Licensed Professional Counselors for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Appropriates an additional $50,000.00 for operating expenses effective upon passage through June 30, 2014.

Requires the board to maintain complete accounting and personnel records in the same format and detail as fiscal year 2013, with future budget requests to the Joint Legislative Budget Committee in comparable format.

Directs the agency to give preference to Mississippi Industries for the Blind when purchasing commodities or equipment if bids are equal in price, quality, and service.

Takes effect July 1, 2013, except Section 3 which takes effect upon passage.
