Appropriates $194,235.00 in special funds to the Mississippi State Board of Veterinary Examiners for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Board authorized to escalate its budget and expend up to $150,000.00 from any source in accordance with Department of Finance and Administration rules.

Requires the board to maintain complete accounting and personnel records in the same format and level of detail as fiscal year 2013, with comparable budget submissions for fiscal year 2015.

Directs the board to give preference to Mississippi Industries for the Blind when receiving equal bids on commodities or equipment purchases, or when making purchases without competitive bids.

Takes effect July 1, 2013.
