Appropriates $397,336.00 in special funds to the State Board of Architecture and Landscape Architecture Advisory Committee for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Authorizes 2 permanent full-time positions for the board.

Requires the board to maintain accounting and personnel records in the same format and detail as fiscal year 2013, and to submit fiscal year 2015 budget requests in comparable format and detail.

Restricts salary increases through reallocation, reclassification, or other means unless specifically exempted (such as teacher increments, career ladder advancement, or CPA certifications), and prohibits Personal Services appropriations from exceeding fiscal year 2014 levels unless new programs or positions are added by the legislature.

Establishes that Mississippi Industries for the Blind shall receive preference in competitive and non-competitive purchases when bids are equal in price, quality, and service.
