Appropriates $149,856.00 to the Mississippi Board of Registered Professional Geologists for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Authorizes 1 permanent full-time position for the Board.

Restricts salary increases and personnel actions unless specifically exempted (teacher increments, career ladder advancement, CPA certifications, emergency health care hires, or legislative authorization).

Requires the State Personnel Board to ensure fiscal year 2015 personal services appropriations do not exceed fiscal year 2014 levels unless programs are added by the Legislature.

Mandates preference be given to Mississippi Industries for the Blind when bids are equal in price, quality, and service.
