Appropriates $340,359.00 from special funds to the Mississippi Motor Vehicle Commission for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Authorizes 3 permanent full-time positions for the Commission.

Restricts salary increases and promotions unless specifically exempted (teacher increments, career ladder advancement, CPA certifications, emergency health care appointments, or legislative authorization).

Authorizes educational benchmarks totaling not more than $5,809.00.

Requires the State Treasurer to issue warrants for payment upon requisitions by proper officers and takes effect July 1, 2013.
