Appropriates $2,312,916.00 from the State Treasury to the Mississippi State Board of Public Contractors for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Authorizes 16 full-time permanent positions for the Board with no part-time or time-limited positions.

Restricts salary increases and promotions unless specifically exempted by statute, including teacher increments, career ladder advancement, CPA certifications, and emergency health care professional appointments.

Permits the State Board of Contractors to accept and expend up to $400,000 from non-general fund sources for enforcement, private debt collection services, and administrative collection costs.

Requires compliance with state fiscal procedures and takes effect July 1, 2013.
