Appropriates $9,486,299.00 from the State General Fund to the Mississippi Department of Agriculture and Commerce for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Authorizes an additional $7,026,691.00 in special source funds including subscription fees from the Market Bulletin and admission fees from the Mississippi Agriculture and Forestry Museum.

Authorizes 230 permanent full-time positions, 2 permanent part-time positions, 19 time-limited full-time positions, and establishes performance targets for plant industry inspections, museum attendance, regulatory compliance, and livestock theft recovery.

Appropriates $1,100,000.00 for the Beaver Control Program funded through Mississippi Department of Transportation, private fees ($650,000), and State Forestry Commission ($200,000), with counties contributing up to $7,500 each.

Provides $30,000 for the Mississippi Senior Farmers' Market Nutrition Pilot Program for seniors above 60 years old at 130% of poverty level, and $20,000 to Fair Commission County Livestock Shows for prize money.
