Appropriates $1,216,351.00 from the State General Fund to the Mississippi Board of Animal Health for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Authorizes an additional $693,804.00 in special source funds for the Board of Animal Health for the same fiscal period.

Authorizes 21 permanent full-time positions and 5 time-limited full-time positions for the Board of Animal Health.

Restricts salary increases and promotional actions unless specifically exempted by the Legislature, and prohibits use of general funds to replace withdrawn federal or special funds previously used for salaries.

Requires the Mississippi Industries for the Blind be given preference when receiving multiple equal bids for commodities or equipment purchases.
