Appropriates $4,842,060.00 from the State Treasury to the Mississippi Fair Commission for fiscal year 2014 (July 1, 2013 - June 30, 2014) to cover expenses for the Fair Commission, Mississippi Livestock Coliseum, Industrial Showcase, and Trade Mart Building.

Authorizes 16 permanent full-time positions and 42 part-time positions with funds appropriated under this act.

Restricts salary increases and personnel actions unless specifically exempted (teacher increments, career ladder advancement, CPA certifications, emergency health care professionals, or legislatively authorized actions).

Grants the Mississippi Fair Commission authority to escalate its budget up to $1,500,000.00 from any source and to enter multiyear contracts for advertising signage, with proceeds deposited for youth livestock show support.

Allocates $22,000.00 from appropriated funds to Fair Commission County Livestock Shows for prize money and requires all expenditures to comply with state fiscal procedures.
