Appropriates $954,150.00 from the Mississippi Fair Commission's special fund account for the Dixie National Livestock Show at the State Fairgrounds in Jackson for fiscal year 2013-2014.

Appropriates $246,253.00 from the State General Fund for junior exhibitor roundups ($61,911.00), state fair livestock premiums ($24,542.00), county livestock shows ($18,384.00), five district livestock shows ($62,458.00), five state dairy shows ($11,958.00), Mississippi High School Rodeo ($17,509.00), and NCHA Eastern National Championship ($50,000.00).

Appropriates $42,000.00 from the Mississippi Fair Commission for the Mississippi Round-Up, State Fair Junior Premiums, County Livestock Shows, District Livestock Shows, State Fall Dairy Shows, and High School Rodeo.

Requires at least 75% of district livestock show and state dairy show funds be awarded to 4-H Club and Smith-Hughes School members, with equal premium distributions across comparable grades and placings.

Limits county livestock show funding to a maximum of $1,000 per county annually, with county livestock associations required to guarantee a minimum $500 in prizes.
