Appropriates $200,000 from the State General Fund to the Tennessee-Tombigbee Waterway Development Authority for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Authorizes an additional $207,858 from special source funds collected by or available to the Authority for the same fiscal year.

Authorizes 3 permanent full-time positions for the Authority.

Requires the Authority to maintain accounting and personnel records in the same format and detail as fiscal year 2013, and to submit future budget requests in comparable detail.

Takes effect July 1, 2013.
