Appropriates $40,000,000 from special source funds for the Mississippi Department of Information Technology Services for fiscal year 2014 (July 1, 2013 - June 30, 2014), authorizing 152 permanent full-time positions.

Appropriates $6,000,000 from the Budget Contingency Fund for the Wireless Communication Commission with 5 permanent full-time positions, with authority to escalate to 10 total positions, and requires the commission to submit a business plan by August 31, 2013 to achieve 50% non-general fund support of operating expenses.

Authorizes the Department of Information Technology Services to receive funds from other state agencies and governmental organizations for data processing and telecommunications services, with authority to escalate up to $5,000,000 and add up to 20 additional positions.

Restricts salary increases and promotions except for teacher increments, career ladder advancement, CPA certifications, emergency health care/child protection hires, and Legislature-authorized actions; requires State Personnel Board approval for position escalations with Department of Finance and Administration written approval.

Authorizes information technology special compensation not exceeding $40,000 and educational benchmarks not exceeding $16,854; requires service rates comply with OMB Circular A-87 cost allocation guidelines; gives preference to Mississippi Industries for the Blind in competitive bidding.
