Appropriates $5,271,423.00 from the State Treasury to the State Personnel Board for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Authorizes 56 permanent full-time positions and 1 permanent part-time position for the State Personnel Board.

Prohibits salary increases through promotion, reclassification, reallocation, or other means unless specifically exempted (teacher increments, career ladder advancement, CPA certifications, emergency health care appointments, or legislative authorization).

Requires the State Personnel Board to maintain detailed accounting and personnel records consistent with fiscal year 2013 format and present comparable budget documentation to the Joint Legislative Budget Committee.

Authorizes the State Personnel Board to escalate and expend up to $500,000 from the State Personnel Board Training Fund account with Department of Finance and Administration approval.
