Appropriates $6,644,715 to the Department of Finance and Administration for fiscal years 2013-2014 to purchase property insurance on state property as required by federal law.

Appropriates $10,169,265 to the Office of the Attorney General for fiscal year 2013 to cover outside legal assistance, expert witness fees, court costs, and settlement agreements, including $5.1 million for Jackson HMA v. Mississippi Department of Corrections and $2.25 million to reimburse EPA for environmental cleanup at the "Chemfax site" in Harrison County.

Appropriates $10,000 to district attorneys and assistant district attorneys for fiscal year 2013 for salaries and fringe benefits.

Appropriates $23,900,000 to the Department of Corrections, $500,000 to the Forestry Commission, $4,000,000 to Mississippi Emergency Management Agency, $3,012,134 to the Department of Public Safety Highway Patrol, and $2,000,000 to the Wireless Communication Commission for operational expenses in fiscal year 2013 (emergency management through 2014).

Appropriates $2,000,000 to the Attorney General's Office for fiscal years 2013-2014 for environmental cleanup of contaminated land in Harrison County.
