Authorizes municipalities to grant exemptions from ad valorem taxation (except for school district purposes) for improvements to or renovations of existing residential structures located in areas designated as blighted by the municipality.

Exemptions may be granted for a period of not more than 10 years from the date of completion of the improvement or renovation.

Requires property owners to file written applications with municipal authorities within 12 months of completing the improvement or renovation, including information about the property and its true value.

Municipal governing authorities may approve applications in whole or in part and must record approved applications and orders with the Department of Revenue.

Effective date is July 1, 2013.
