Authorizes $96,500,000 in state general obligation bonds for capital improvements at Mississippi's state institutions of higher learning, including projects at 10 universities such as $31,000,000 for a new School of Medicine classroom building at the University of Mississippi Medical Center and $20,000,000 for a new School of Nursing building at the University of Southern Mississippi.

Authorizes $25,000,000 in general obligation bonds for capital improvements at Mississippi's 15 community and junior colleges, distributed among all institutions based on formulas recommended by the Mississippi Community College Board.

Authorizes numerous additional bond issuances for economic development and infrastructure purposes, including $10,000,000 for the ACE Fund, $10,000,000 for the Port of Pascagoula, $5,000,000 for the Small Municipalities and Limited Population Counties Fund, $5,000,000 for the Mississippi Community Heritage Preservation Grant Fund, and $4,000,000 for workforce training, among dozens of other projects ranging from museum renovations to road improvements.

Increases existing bond authorization caps under the Mississippi Business Investment Act from $331,500,000 to $341,500,000, under the Mississippi Major Economic Impact Act for military-related projects from $61,000,000 to $63,000,000, and under the equipment and public facilities grant/loan fund from $40,100,000 to $50,100,000.

Requires bond counsel requests for proposals and selections to be posted on Department of Finance and Administration and State Treasurer websites, and mandates that Bond Advisory Division reports on state bond activities be submitted to legislative committee chairs and posted online by January 15 each year.
