Authorizes members of the Walnut Grove Correctional Authority's Board of Commissioners to receive per diem compensation for attending board meetings in the amount specified in Section 37-6-13, Mississippi Code of 1972.

Modifies Chapter 991 of the Local and Private Laws of 1998 by changing the compensation provision from "shall serve without" compensation to allowing "may receive per diem" compensation.

Board of Commissioners consists of five members appointed by Walnut Grove's governing authorities and must meet at least quarterly with a quorum of three members.

The Authority operates correctional facilities in Walnut Grove and may contract with private contractors for facility management, but prohibits housing of maximum security offenders.

Facilities must comply with American Correctional Association Standards and constitutional standards, with Department of Corrections oversight through on-site compliance officers.
