Expands the Sebastopol Natural Gas District boundaries to include participating areas in Scott, Newton, Leake, and Neshoba counties, with Newton, Leake, and Neshoba counties joining by separate resolution or legislation.

Authorizes the district's Board of Commissioners to issue revenue bonds up to $10,000,000 to finance construction of a natural gas transmission and distribution system.

Permits bonds to be sold on sealed bids at public sale or at private sale, at the discretion of the Board of Commissioners.

Establishes an interim board of six commissioners consisting of two county supervisors and four resident members appointed by the Governor, with residents later elected by utility users.

Declares the gas system exempt from Mississippi Public Service Commission jurisdiction and grants the district all powers necessary to construct, acquire, and operate the natural gas system.
