Authorizes the City of Drew in Sunflower County, Mississippi to construct, expand, operate, and maintain its water distribution system in specified areas more than 5 miles outside the city's corporate limits.

Defines the authorized service area by legal description, including portions of Sections 12 and 1 in Township 23 North, Range 3 West, and Sections 25, 26, 27, and 36 in Township 24 North, Range 3 West.

Limits water rates charged to consumers outside city limits to no more than twice the rate charged for the same service within the city.

Requires the City of Drew to obtain a Certificate of Public Convenience and Necessity from the Public Service Commission and comply with all applicable regulations under Mississippi Code Section 77-3-1 et seq.

Takes effect upon passage.
