Urges the U.S. Department of State to approve TransCanada's Keystone XL Pipeline Presidential Permit application to strengthen U.S. energy security and reduce dependence on imported oil from less stable regions.

States that pipelines are the safest transportation method for crude oil, being 40 times safer than rail and 100 times safer than truck transport, and would replace equivalent of 25-mile tanker trains annually.

Claims the project would support over 10,000 U.S. jobs in construction and manufacturing, with 75% of pipe sourced from North American mills and approximately $800 million in goods already sourced from U.S. manufacturers.

Asserts that Canadian oil sands production accounts for only 0.1% of global greenhouse gas emissions and could displace approximately 40% of current U.S. imports from the Middle East and Venezuela.

Directs transmission of resolution to the President, Secretary of State, Mississippi congressional delegation, and Governor.
