Designates February 26, 2013, as Higher Education Appreciation Day, Working for Academic Excellence (H.E.A.D.W.A.E.) in Mississippi

Establishes the day to recognize and honor faculty members and students from Mississippi's public and private universities, colleges, and community colleges for exceptional instructional guidance and academic achievement

Encourages the establishment of H.E.A.D.W.A.E. as an annual event to celebrate outstanding educational instruction and academic excellence

Requires distribution of the resolution to H.E.A.D.W.A.E. award recipients, all Mississippi institutions of higher education, the Board of Trustees of State Institutions of Higher Learning, the Mississippi Board for Community Colleges, the Mississippi Association of Independent Colleges, and the Capitol Press Corps
