Pays tribute to Delta State University President Dr. John M. Hilpert upon his retirement after 10 years of service, effective April 12, 2013.

Recognizes Hilpert as the longest-serving institutional executive officer among Mississippi's eight public universities and highlights his accomplishments including securing Delta State as a Teach For America summer institute site and achieving a tobacco-free campus policy.

Acknowledges Hilpert's leadership roles including three terms as Chairman of the Commission on Colleges of the Southern Association of Colleges and Schools and 2008 President of the Mississippi Association of Colleges and Universities.

Notes Hilpert's educational credentials including a Ph.D. from the University of Michigan's Center for the Study of Higher Education and prior experience as President of Northern State University in South Dakota.

Directs that the resolution be presented to Dr. Hilpert and his family, forwarded to the Board of Trustees of Institutions of Higher Learning, and distributed to the Capitol Press Corps.
