Urges the U.S. Department of State to approve the TransCanada Keystone XL Pipeline Presidential Permit application to strengthen U.S. energy security and achieve North American energy independence.

States that the U.S. consumes 18.8 million barrels of oil daily with over 50% imported from other countries, and that Canadian oil from oil sands and the Bakken formation can replace crude from less stable nations.

Claims the Keystone XL project will support over 10,000 U.S. jobs in construction and manufacturing, with approximately $800 million in goods already sourced from U.S. manufacturers and 50% of pipeline materials made by U.S. workers.

Asserts pipelines are 40 times safer than rail transport and 100 times safer than truck transport, and that Keystone XL could reduce greenhouse gas emissions by up to 19 million tons annually.

Directs the resolution be transmitted to the President, U.S. Secretary of State, Mississippi's congressional delegation, and the Governor.
