Deletes the automatic repealer on Section 43-13-107 (Division of Medicaid), making the division permanent instead of expiring on July 1, 2013.

Extends the automatic repealer dates from July 1, 2013 to July 1, 2014 for Medicaid health care services coverage (Section 43-13-117) and the dialysis transportation program for eligible recipients (Section 43-13-119).

Removes the freeze on nursing facility reimbursement rates that had been in effect since January 1, 2012.

Extends the automatic repealer dates from July 1, 2013 to July 1, 2014 for hospital assessments and Medicare Upper Payment Limits/Disproportionate Share Hospital payments to Mississippi hospitals (Section 43-13-145).

Takes effect July 1, 2013.
