Changes dissemination of sexually oriented material to a minor from a misdemeanor to a felony offense.

Increases minimum fine from $500 to $1,000 and maximum prison sentence from one year to five years, with imprisonment in the Department of Corrections rather than county jail.

Expands definition of sexually oriented material to include "image on an electronic device" in addition to existing categories of written, pictorial, and performance-based materials.

Establishes computer luring as a separate felony offense for using computer systems to communicate sexually oriented material to minors and solicit sexual activity, with punishments up to three years imprisonment and $10,000 fine.

Effective date July 1, 2014.
