Requires motor vehicle operators in Mississippi to maintain an insurance sticker on the lower, driver's side of the front windshield in addition to carrying an insurance card as proof of financial responsibility.

Mandates insurance companies issuing motor vehicle liability policies to furnish both an insurance card and sticker to insured parties at the time the policy becomes effective.

Authorizes law enforcement officers to verify both the insurance card and sticker during traffic stops and roadblocks, but allows officers to waive the citation if the verification system confirms valid coverage.

Establishes penalties of a $500 fine and one-year driving privilege suspension for failure to maintain the insurance sticker or card, reducible to $100 if proof of insurance is later provided.

Takes effect July 1, 2014.
