Adds paragraph (28) to Section 43-13-115 to expand Medicaid eligibility to individuals under 65 years of age who are not pregnant, not enrolled in Medicare Part A or B, and have income not exceeding 133% of the federal poverty level.

Eligible individuals under the new paragraph (28) receive benchmark coverage or benchmark equivalent coverage as defined under Section 1937 of the federal Social Security Act.

Division of Medicaid determines eligibility for individuals covered under paragraph (28).

Implementation aligns with the federal Patient Protection and Affordable Care Act authorizations.

Effective date is July 1, 2014.
