Brings forward Section 43-13-115 of the Mississippi Code of 1972, which specifies all persons eligible for Medicaid benefits in Mississippi.

Establishes 27 eligibility categories for Medicaid, including recipients of public assistance, SSI beneficiaries, pregnant women, children, disabled individuals, Medicare beneficiaries, and persons in medical facilities.

Includes specific income thresholds for various groups, ranging from 100% to 250% of the federal poverty level depending on the eligibility category.

Authorizes the Division of Medicaid to determine eligibility for most categories and to apply for federal waivers as needed to implement coverage provisions.

Effective date: July 1, 2014.
