Increases the maximum speed limit on Interstate Highway System roads from 70 miles per hour to 75 miles per hour, as authorized by the Mississippi Transportation Commission.

Increases the maximum speed limit on controlled access highways with four or more lanes from 70 miles per hour to 75 miles per hour.

Maintains the default statewide speed limit of 65 miles per hour for all other highways.

Allows toll road operators to establish maximum speeds up to 80 miles per hour on toll roads they operate or maintain.

Takes effect July 1, 2014.
