Amends Sections 47-5-803 and 47-5-807 of the Mississippi Code to establish that judicial review of Department of Corrections administrative appeals shall be conducted by a three-judge panel of circuit court judges appointed by the Chief Justice of the Supreme Court.

Requires offenders to exhaust administrative remedies through the Department of Corrections review procedure before the three-judge panel will entertain their grievance or complaint.

Allows the three-judge panel to stay proceedings for up to 90 days if the administrative review process has not been completed at the time the petition is filed.

Provides that any appeal of the three-judge panel's decision shall be made directly to the Mississippi Supreme Court.

Takes effect July 1, 2014.
